REPORTS
  1. President's Report
    1. Eric Woodward started with stating that it was his opinion that the BIA executed another well run, incrementally improved Cranberry Festival, despite the poor weather experienced this year, with great exposure for Fort Langley on Global, with three live interviews. He thanked Meghan Neufeld for delivering another successful event.
    2. Eric reported that he had completed and submitted the BIA renewal paperwork to the Township of Langley as directed by the Board, which was approved by Council to proceed to a formal petition of the local property owners within the adjusted Business Improvement Area.
    3. And Eric also confirmed that he had communicated to the Township of Langley that the BIA would contribute funds towards the Rainbow Crosswalk, which had also been approved by Council to proceed.
  2. Treasurer's Report
    1. Gareth Abreo confirmed the cash balance of the Fort Langley BIA to be $92,021, with some payments and revenue from the Cranberry Festival still be reconciled.

    1. Eric Woodward outlined that he had received this Statewood Properties Ltd, but that the anonymous sender should have directed it to the Fort Langley BIA, since it was about the Cranberry Festival. He also mentioned that he felt Fort Langley could, of course, still be more awesome, even though it is awesome currently, too.

That the Board hereby confirm the application for a three year renewal term from 2017-2019 with annual levy amounts of $98,500 in Year 1, $114,000 in Year 2, and $125,000 in Year 3, respectively.

OTHER BUSINESS
  1. Cranberry Festival Review. Meghan Neufeld.
    1. Meghan Neufeld reported that the Cranberry Festival went well, despite the challenging weather, with good turnout, considering. She confirmed that the event cost the BIA $12,395 this year, partly because of the weather experienced, since extra tents were required last minute, and a few other added costs.
    2. Gareth Abreo expressed some frustration with late cancellations and "no shows" due to the weather forecast, with some kind of disincentive to prevent it in future years.
    3. John Tomlinson expressed that he felt the food trucks needed to pay more, given the attendance levels, and that food for volunteers should be free, and that they should contribute directly towards garbage and recycling costs.
  2. Utilities Conversion Update. All.
    1. No update at this time. Ongoing.
  3. Rainbow Crosswalk. All.
    1. Eric Woodward confirmed that the Rainbow Crosswalk had been approved by Township of Langley Council for the mid-block crossing of Glover Road near Mary Avenue, and that he would await the Township of Langley's request for the funds committed.
    2. He confirmed that he expected its installation to proceed in early 2017.
  4. BIA Storage Locker for 2017. All.

That the Board hereby confirm the rental of a storage locker within Coulter Berry for $1,000 for 2017, effective January 1, 2017, to December 31, 2017.

  1. Christmas 2016.
    1. Christine Burdeniuk, Gareth Abreo and Angela Hazelton all expressed a strong desire to do more at this upcoming Christmas season, based on some membership complaints from previous years.
    2. Eric Woodward and John Tomlinson expressed some concern about the significant amount of this expenditure, double what was budgeted and approved by the Board at the beginning of the calendar year.

That the Board hereby confirm an expenditure of up to a maximum of $15,000 for a range of potential Christmas items and advertising, specifics to be determined.
