PRESENTATIONS
  1. Constable Vonna Fitzgerald, Community Liaison Officer, Walnut Grove/Fort Langley. 8:00am.
    1. The Board met with Constable Vonna Fitzgerald and discussed local policing issues within Fort Langley, such as response times, graffiti, and other issues and programs.

REPORTS
  1. President's Report
    1. Eric Woodward outlined that he would report on Bloom Market at H.1, but also noted that he had started a new website for Bloom Market and hoped to have it up by the end of April, before the majority of online advertising for the market would get underway.
    2. Eric also reported that he made a delegation to Council on March 30, 2015, on behalf of the BIA to rebut delegations from the Langley Heritage Society and the Fort Langley Community Association that asked Council to cancel the project, and objected because of "heritage poles" and allegations of incomplete information.
    3. Eric reiterated that the BIA's Board of the day, in 2012, unanimously supported the initiative and that it will benefit the BIA's members, and improve the village as a whole over the long term. He expressed disappointment that opposing delegations were so personal in nature, and were at the last possible second, days before the contract to proceed was to be awarded, 2.5 years after the original bylaw was approved by Council. Multiple Board members concurred.
  2. Treasurer's Report
    1. Eric Woodward reported for Jim Dyck that the BIA's cash balance as of March 31, 2015, is $68,709.

CURRENT WORK ITEMS
  1. Bloom Market. Eric Woodward and Meghan Neufeld.
    1. Eric Woodward reported that the new Bloom Market branding had been completed, and that the creation of an updated website, poster and Facebook images was underway.
    2. Meghan Neufeld outlined that she was actively preparing for Bloom Market in just two weeks, with vendors and food options confirmed, and that all proceeds from this Spring's would go to the Langley Food Bank.

OTHER BUSINESS
  1. May Day Financial Contribution. Eric Woodward.
    1. Eric Woodward requested that the BIA support the May Day Parade with a cash contribution, as it has now for multiple years.
    2. MOTION
      Be it resolved that the Board of Directors hereby authorize the expenditure of a $500 contribution to the Fort Langley Lions Club.

  2. The Villager for 2015/2016. Eric Woodward.
    1. Eric Woodward outlined the possibility of advertising Bloom Market and Cranberry Festival in The Villager again this year, for 2015/2016.
    2. Multiple Board members expressed concern about the inclusion of coupons within The Villager.
    3. Eric confirmed he would review the options discussed and report back again at the July meeting for confirmation.
  3. Utilities Conversion Update. Eric Woodward.
    1. Eric Woodward reported that he had attended the Township of Langley's Information Session, and most of the Board had attended as well. Eric reported that the Township of Langley expected construction to begin around the end of April. Eric confirmed that there were still a few details to be confirmed, such as a few utility kiosks to address.
    2. Gareth Abreo suggested the BIA arrange some of its own construction-specific signage directing visitors to the village during weekday construction periods. The Board agreed.
  4. Cranberry Festival Branding. Eric Woodward.
    1. Eric Woodward raised the possibility of completing a branding exercise for the Cranberry Festival. The Board generally agreed that it was not a critical item, and that we could make do without this expenditure.
  5. Cranberry Festival Update. Meghan Neufeld.
    1. Meghan reported that detailed planning for the Cranberry Festival was underway, and she outlined a few changes she was proposing, such as improvements to Church Street and Mary Avenue, additional vendors with some additional space in between them, and possibly closing 96th Avenue and Glover Road.

ROUND TABLE
  1. Fort Langley Merchant Basket. Eric Woodward and Meghan Neufeld.
    1. Eric Woodward and Meghan Neufeld raised the possibility of creating a Fort Langley basket to donate to local charity events, and were looking for some input on general interest in the idea, a possible annual quantity, and maximum budget per basket.
    2. The Board generally agreed on a maximum budget of $150 per basket, 10-15, donated to local Langley charity events only, with items purchased from local merchants, not donated. Meghan confirmed she would create some potential basked options for the Board to review at the July meeting.
